Addressing a public gathering at Anini, headquarters of Dibang Valley district this morning, he said every citizen of the state, irrespective of position, has a responsibility towards the state.

“Running away from responsibility is a sin,” he said.

Tuki while exhorting the people to shun illegal means to earn money said that finding means to earn without working is a crime.

Responding to a memorandum submitted by the panchayat leaders, the Chief Minister assured that all issues raised and demands made will be sympathetically considered in a phased manner.

The Chief Minister assured that the demand for upgradation of the Arzoo CO headquarter to Sub-Divisional Office would be taken up by the Cabinet soon while the state government would fervently plead with the Center for establishment of a Model Degree College at Anini to meet the need of the students of the remote district.

To a request for change of nomenclature of the district from Dibang Valley to Anini, the Chief Minister said the state government is open to popular demands of the people provided a consensus was arrived.

“We will consider the change in nomenclature but first all sections of the society of the district should arrive at a consensus,” he observed.

AAPSU for GLC Jote to be named after Jarbom Gamlin

Staff Reporter

ITANAGAR, Feb 6: The All Arunachal Pradesh Students Union (AAPSU) today demanded the state government to name the Government Law College (GLC) Jote after former Chief Minister Jarbom Gamlin. Addressing presspersons at press club here today, AAPSU president Kamta Lapung said that Late Jarbom Gamlin was not only the first AAPSU president who became Chief Minister but also was a practicing lawyer. “To honour his contributions for the state, AAPSU wants the government to name GLC after late Jarbom Gamlin”, Lapung added.

AAPSU further urged the power department to stop installing prepaid meter in the Capital Complex. “If the government has failed to stop the installing of the meters, AAPSU will launch massive democratic movement” the union threatened.

“It is ironic that Arunachal being projected as the future power house of the nation has to adopt such policy which is so steep priced that the common man and the students are unable to afford electricity” AAPSU added.

Claiming that prepaid meter installed by the power department had badly hit the students’ community as they cannot afford the exorbitant bills, AAPSU threatened to launch a non-cooperation movement with the state government if the prepaid meter was forcibly enforced. “It is a faulty policy to contain revenue leakage, installation of prepaid meter is not solution to power pilferage” said, AAPSU IPR Secretary Lota Singhi in his address. AAPSU also strongly demanded the state government to repeal some clauses of Arunachal Pradesh Unlawful Activities (Prevention) Act which was passed by the State Assembly on July 2014. The bill was tabled by Home Minister Tanga Byaling in order to curb the bandh culture in the state. However, the students’ body was not specific which particular clauses should be repealed. It informed that it had resolved to demand for the repealing at the recently concluded Federal Assembly in Tawang. AAPSU also reiterated its seven point’s charter of demand to the government for early redressal.

Meanwhile Arunachal Pradesh Fabrication Welfare Association also strongly opposed the pre-paid meter and appealed to the government to withdraw it immediately.

The discovery of the bat species has given an input to local zoologists and amateur naturalists about existence of rare bat species in Arunachal forests.

The rare bat species belongs to Chiroptera group was discovered in Rombo hillsite near Gutin Reserve Forest under Pasighat (T) forest division. Toni Pertin, a young school boy encountered with the dense small bat near a natural bamboo groove, which was caught by him and handed over to this correspondent. China border upgrade: 6 airports in Arunachal; first in Tezu by Jan, 2016

NEW DELHI, Feb 6: In a strategic move, the NDA government has commenced work to develop six airports in Arunachal Pradesh. The eastern border state, which China does not recognise as part of India, does not have a single operational airport at present and has just a heliport near Itanagar.

In fact, along the 3,488-km border with China, there are no operational airports at present. According to the proposal firmed up in a meeting between Civil Aviation Minister Ashok Gajapathi Raju Pusapati and chief ministers of northeastern states on January 29-30, the first of these airports at Tezu is to be made operational in January 2016. Raju was on a two-day visit on direction of the Prime Minister’s Office to the North-East to speed up airport development and improve air connectivity in a region considered extremely sensitive because of its international borders with China and internal security issues.

Apart from the airport at Tezu, efforts have also been renewed to resolve a long-standing dispute between the Central and state government over sharing the compensation for rehabilitation of 145 families to develop a second airport at Hollongi. “After the new land acquisition act came into force, rehabilitation costs shot up to around Rs 650 crore from an earlier estimate of Rs 145 crore. The ministry is now actively looking to resolve the dispute,” an official said.

Besides, feasibility studies are being commissioned to set up four more airports at Tawang, Daporijo, Anini and Koloriang. The push to improve air connectivity in the region comes close on the heels of the Indian government easing norms to construct 1,800 km of roads and military facilities along its disputed border with China in September last year.

The seven operational airports in the North-Eastern region are Dibrugarh, Lilabari, Guwahati (Assam), Dimapur (Nagaland), Shillong (Meghalaya), Imphal (Manipur) and Agartala (Tripura).

A senior government official said , “China has vastly improved roads and is building or extending air strips on its side of the Line of Actual Control. India does not have a single operational airport in Arunachal Pradesh. The Civil Aviation Ministry, in a recent meeting with chief ministers of Northeastern states, has decided to set up six airports and several helipads in Arunachal Pradesh.”

Sources said growing Chinese influence has been hindering execution of several developmental projects in the region over the last few months.

At Tezu, for one, an airport engineer was allegedly put behind bars for three months on trumped up charges by local authorities and the previous contractor was roughed up, delaying construction work. Moreover, according to reports, construction equipment was not permitted to be carried to the project site. “The Tezu airport would have been commissioned by now but for protests by locals. One of the key issues on the minister’s agenda this time was to resolve problems so that work can resume at Tezu,” the official said. The minister has assured locals that wherever permissible, local labour would be engaged and local people employed at the airport. With a breakthrough achieved last week, Tezu, which is being built at a cost of Rs 80 crore, can now become operational in a year.

India’s current approach to territorial disputes with neighbouring countries marks a departure from its traditional non-aligned approach to foreign power blocs. Since assuming office in May 2013, Prime Minister Narendra Modi has visited Nepal twice, becoming the first Indian PM to travel to the buffer state with China in 17 years. He has improved ties with Vietnam and Japan, both locked in territorial disputes with Beijing. India has also contested an $8 billion port project in Bangladesh, taking on another bidder, China Harbour Engineering Company, which was previously the frontrunner. The new government in Sri Lanka led by President Maithripala Sirisena has said India is the “main concern” of his foreign policy and that he will review all projects awarded to Chinese firms, including a sea reclamation development in Colombo that would give Beijing a strategic hold near India.

Only last week, China had expressed concern about US president Barack Obama’s second visit to India as chief guest during the Republic Day parade. The Daily, a mouthpiece of the ruling Communist Party of China, had carried several articles in the past few days with assertions by Chinese analysts that it is aimed at denting improving China-India relations.

“The US is looking toward India as a regional partner in South Asia and the Indian Ocean to coordinate with its ‘pivot to Asia’ strategy and as a counterweight to a rising China. It also needs India’s cooperation in international affairs given New Delhi’s increasing sway in the international community,” it had said. (Source-Financial Express)

Stop Hindutva force before its too late

Ever since BJP led government came to power at centre, the Hindutva elements have been emboldened and are carrying out activities which is detrimental to social fabric of India. Communal violence and attacks on minority communities’ places of worship has increased across the country. There are reports of forced re-conversion of Christians and Muslim, popularly known as ghar vapsi, being allegedly engineered by Hindu fringe elements.

Naturally the incidents have not gone unnoticed and international community is beginning to express concern over it. US President Barack Obama on Thursday stated that the "acts of intolerance" experienced by religious faiths of all types in India in the past few years would have shocked Mahatma Gandhi. Earlier also, Obama, at the end of his three-day visit here last week, had made a strong pitch for religious tolerance, cautioning that India will succeed so long as it was not "splintered along the lines of religious faith".  Reacting cautiously to Obama’s speech, government on Friday said any "aberrations" do not alter India's history of tolerance.  Two senior Union ministers — finance minister Arun Jaitley and home minister Rajnath Singh — underlined that India was a multireligious and multicultural country where communities including Muslim, Jewish, Parsis and Christians were present. The union government needs to show some action in order to ensure that minorities feel safe under them. Just giving sound bytes to media will not help the cause. Also BJP should go back to history and learn a lesson from 2004 general election. The party lost election despite all the good works done under Atal Bihari Vajpayee due to Gujarat riots where thousands of innocent Muslims were killed.

Failure of governance and the society

Dear Editor,

The  phase-wise bandhs being called in the state in protest against the on ongoing pre-paid electric meter installation is failure of our governance system and the  society. Both the protesting people and the leaders who have hastily dictated its installation without proper analysis and communication of the problem are responsible for the bandh. Our leaders after getting elected act like dictators. We all witnessed of how our leaders took their offices. In the face of such dictator like functioning of our ruling leaders, our leaders in opposition are mute and passive. Their silence indicates that they agree and comply with ruling party. Since our leaders in opposition have become dysfunctional, our students unions, societies, NGOs and common people have to leave their studies and jobs to stage hunger strikes, protest rallies and call bandhs. I guess oppositions leaders are busy doing their business because all our leaders are businessmen. They do not have time to study and resolve the problems of the people who elected them. The common people have to vote them as well as solve the problems they create in doing business from their office. Why are the leaders in opposition not challenging the blind and anti-people policies of the GoAP? Leaders in opposition in AP have never realized their role and responsibilities. They have unspoken and implicit nexus with ruling leaders for their personal business benefits. In the face of such dysfunctional leaders in opposition of AP, the student unions, societies and common people are forced to take up their roles and responsibilities. Why haven't the leaders in opposition, questioned and found out which ministers and officers are responsible for the huge deficit worth 300 crores of the power department? Why haven't they booked those responsible for the poor condition of electricity in such a sparsely populated state of AP with minimal energy requirements? Why haven't they opposed the hike in electricity price? Why haven't they checked the functioning of the power department? Why haven't they questioned the ability of pre-paid meter system? Why haven't they questioned the source of 85 crores for the pre-paid project amid the department facing huge deficit? Why haven't they questioned the ban on tuition by teachers, when the GoAP has consistently failed to regularly pay their salaries and allowances and when the ministers being a government employee themselves engage in businesses? Why haven't they asked for ban on ministers doing business and contain themselves with their salaries? What has they done for SSA teachers? When the GoAP banned carrying pistols and knives to office, why didn't they recommend GoAP to ban corruption in offices?

Through this esteemed daily, I would like to ask the leaders in opposition to study and realize their role and responsibilities for proper and normal governance, in order to relieve students to study and common people to do their jobs. The leaders in opposition have the primary role to stop the bandh culture that the students and common people are forced to adopt.

Yours,

Takam Tadar,

Delhi university,

At the right platform

Dear Editor,

Through the columns of your esteemed daily, I would like to congratulate Tapang Taloh, the Minister of Education, Govt. of Arunachal Pradesh for receiving positive response from the  Union HRD Minister, and subsequent assurance of the Union Minister to look into the issues Mr. Taloh raised during the 52nd General Council Meeting of NCERT, New Delhi. Attending the meeting, Taloh highlighted the various issues like the inclusion of Horticulture and Agriculture, Finance and Account in the Secondary level curriculum. The most important subjects he stressed in the meeting with the Union HRD Minister were the inclusion of Tawang Monastery and other ethos of the Northeast regions in the National Curriculum. He also highlighted the need for the MHRD, NCERT and other national level organisational support in protection, preservation and promotion of endangered dialects of the Arunachal Pradesh, which later on Union HRD Minister appreciated the issues and assured for the consideration of the same in the National Education Policy (NEP) which is in pipeline, which is indeed appreciable.

The inclusion of Tawang Monastery and other historical and important places and some tourism hot spots of the Arunachal Pradesh in the National Level Curriculum is very much needed not only for the people of Arunachal Pradesh but for the people of the country as a whole.

Many times, when we go out from the Northeast, we are asked whether we are Chinese or Nepalese, even by the educated and grown up people of the mainland India. When we reply that we are neither Chinese nor Nepali but we are also Indian, and belong from Arunachal Pradesh, which is also one of the states of the Union of India, then they again ask where Arunachal Pradesh is.

In this regard, it would be relevant to mention an incident when the Map of Arunachal Pradesh was not only missing from the Indian territorial domain but mentioned as the part of Chinese territory in the 10th Standard textbook of geography of the State Board of Maharashtra. Again, in recent BJP’s Vision Document for Delhi Assembly Election referred the North Eastern People as Immigrants.

All these unacceptable incidents and insults may be because people do not know anything about our state.

Taloh’s stress of the inclusion of the Tawang Monastary and some other famous and historical places of Arunachal Pradesh in the National Level Curriculum of the National Council of Educational Research and Training (NCERT) syllabus would be the best option to make the people of the entire country feel and know that Arunachal Pradesh is also one of the states of the union of India.

The controversy

Dear Editor,

It is most disheartening to observe the treatment of the present BJP government meted out to the North Eastern states. BJP's Vision Document for the Delhi assembly polls stirred up a controversy by referring people from North Eastern states in the national capital as "immigrants" that too when External Affairs Minister Sushma Swaraj was visiting China, which lays claims to Arunachal Pradesh.  Was it proper for the BJP to come out with a Vision Document terming North East people "immigrants"?

Yours,

Zon Damin, Mebo
